5.1 A Party should identify the threats its coastal
areas are exposed to by vessels discharging ballast water. Assessing
such threats may be done by applying a risk assessment model. Such
assessments may enable the identification of likely threat scenarios
upon which an emergency strategy may be developed, taking into account
the specific environmental and human health concerns, socio-economic
impacts of an invasion, commitments in relation to any regional agreements,
safety and biosecurity. The risk assessment procedure may be based
upon the risk assessment principles defined in the Guidelines for
risk assessment under regulation A-4 of
the BWM Convention (G7).
