RECALLING that under article
VIII(b)(vi)(2)(bb) of the 1974 SOLAS Convention (hereinafter
referred to as "the Convention"), the minimum period for accepting
an amendment to the annex to the Convention other than chapter I is one year after its adoption,
RECOGNIZING that there may be a need, in exceptional circumstances,
to provide for an accelerated acceptance procedure for an amendment
which requires urgent action,
AFFIRMING that under article
VIII(c)(iii) of the Convention a Conference of Contracting
Governments can reduce the acceptance period prescribed in article VIII(b)(vi)(2)(bb) by virtue
of the phrase "unless the Conference decides otherwise",
1. RESOLVES that, in exceptional circumstances,
a Conference of Contracting Governments may decide to reduce the period
of one year prescribed in article
VIII(b)(vi)(2)(bb) to a shorter period which should not be
less than six months after addition with respect to an amendment to
the annex other than chapter I, if so
determined by a three-quarters majority of the Contracting Governments
present and voting in the Conference, provided that such amendment
is communicated by the Secretary-General for acceptance within two
months of its adoption;
2. AGREES that an amendment requiring urgent action
may, in exceptional circumstances, be considered by a Conference of
Contracting Governments with a view to its acceptance in accordance
with the procedures as described in paragraph 1 above;
3. INVITES the Organization to take, on an urgent
basis, the steps necessary to enable a Conference of Contracting Governments
to be convened at short notice, in exceptional circumstances, to consider
amendments to the annex to the Convention other than chapter I for acceptance in accordance with
the procedures prescribed in paragraph 1 above.
