Given the magnitude of obstacles that make navigation in
these areas hazardous, and in order to increase maritime safety, protection
of the environment, preservation of cultural resources and areas of
cultural importance significant to Native Hawaiians, and facilitate
the ability to respond to developing maritime emergencies in the Papahānaumokuākea
Marine National Monument, all ships solely in transit should avoid
the following areas:
